Am I too late for the poll? Oh well, here's my two cents: For vector drawing: Inkscape - a free alternative to CoreDraw; works just as great imo. As far as Photoshop is concerned, unless you really need the more advance features like working with 3D and stuff, there's really no need to go with the newest version. Other than that, if painting's all you need it for might want to consider giving the free GIMP a try first before giving 250$ to Adobe.
I think there is no decent alternative to Painter or Photoshop- If you are not used to one of them you can try out sumopaint or mypaint. I´m working with shortcut´s all the time and havn´t found an alternative that keeps me happy the way PS does On Win7 Corel Painter x crashes all the time...
